ABOUT COMMITTEE FOR PRIVATE EDUCATION

The Committee for Private Education (CPE) was appointed by SkillsFuture Singapore (SSG) Board in October 2016 to carry out its functions and powers relating to private education under the Private Education Act. The CPE is supported by a team of dedicated staff from SSG to regulate the sector, provide student services, consumer education and facilitate capability development efforts to uplift standards in the local private education industry.

Baking Industry Training College (BITC) is registered with the Committee for Private Education as a Private Education Institution. Registration period is valid from 7 March 2021 to 6 March 2025 (Registration No.: 201020944E).

EDUTRUST

The EduTrust Certification Scheme (EduTrust) is a voluntary quality assurance scheme administered by Committee for Private Education (CPE) for PEIs in Singapore. It aims to distinguish PEIs that are able to consistently maintain a high standard of quality in the overall provision of education services and make continual improvements that lead to positive student outcomes.

BITC has attained the 4-Year EduTrust Award, valid from 6 December 2020 to 5 December 2024 (Cert. No.: EDU-2-2092).

Accreditations

EduTrust is a voluntary certification scheme that helps to distinguish higher quality players in Singapore’s private education industry.

In compliance with the Private Education Act and Edu Trust certification scheme, BITC have implemented the following:

The student contract is a critical document that governs the relationship between BITC and the student. BITC ensures that students understand and agree to the terms and conditions stated in the student contract before signing it. Also, BITC through recruitment agent / marketing staff ensure that before signing the contract, the student must read through and sign the Advisory note for students after ensuring that the information advertised or previously mentioned to the student has been included in the student contract & is accurate

BITC adopts CPE Standard Student PEI-Student contract (Version 3.1) for all students recruited. BITC will honour all terms and conditions spelt out in the contract and in all communication materials.

FPS protects students’ fees in the event that a Private Education Institute (PEI) is unable to continue operating due to insolvency, and/or closure, as well as if a PEI is unable to pay a judgement sum due to a student. Under the fee insurance scheme, PEIs will purchase insurance protection from any one of the Committee for Private Education – appointed insurance companies for every one of their students to protect their fees.

Baking Industry Training College (BITC) has engaged Liberty Insurance Pte Ltd for the Fee Protection Scheme (FPS).

BITC shall purchase the insurance protection from the FPS provider:

  • Within three (3) working days for payment by cash
  • Within seven (7) working days for payment by Telegraphic Transfer (TT)

The insurance coverage shall commence from the date of payment of the fees till the due date of the next payment or the course end date whichever is earlier. Baking Industry Training College may choose to purchase the fee protection for the entire course duration if the course duration is not more than 1 year.

All Students attending Baking Industry Training Colleges’ courses are covered under the medical insurance. BITC has put in place a medical insurance scheme under the Group Hospitalisation & Surgical Insurance Policy for all students (aged 16 to 65 years old) registered with BITC.

  • S$30,000 annual limit per person.
  • B1, 4-bedded Ward entitlement (Government/Restructured hospitals)
  • 24 hours worldwide coverage for hospitalisation (if student is involved in school-related activities)

The insurer is Liberty Insurance Singapore Pte Ltd

Students who are Singapore citizens or permanent residents and International students holding passes other than the Student’s Pass holders may opt out the medical insurance plan.

Baking Industry Training College (BITC) is committed towards maintaining good business and customer practice. We assure current and prospective students get the best of customer service systems and practices to look after the welfare of both our local and international students.

We have adopted a fair, reasonable and transparent refund policy for any payment made and it covers the following terms and conditions:

REFUND FOR WITHDRAWAL DUE TO NON-DELIVERY OF COURSE

BITC will notify the student within three (3) working days upon knowledge of any of the following:

  • It does not commence the Course on the Course Commencement Date;
  • It terminates the Course before the Course Commencement Date;
  • It does not complete the Course by the Course Completion Date;
  • It terminates the Course before the Course Completion Date;
  • It has not ensured that the student meets the course entry or matriculation requirement as set by the organization stated in Schedule A of student contract within any stipulated timeline set by CPE; or
  • The Student’s Pass application is rejected by Immigration and Checkpoints Authority (ICA).

The student will be informed in writing of alternative study arrangements (if any), and also be entitled to a refund of the entire Course Fees and Miscellaneous Fees already paid should the student decide to withdraw, within seven (7) working days of the above notice.

REFUNDS FOR WITHDRAWAL DUE TO OTHER REASONS

If the student withdraws from the Course for any reason other than those under the circumstances stated under “Refund Due to Non-Delivery of Course”, BITC shall, within seven (7) working days of receiving the student’s written notice of withdrawal, refund to the student an amount based on the table in Refund Table.

REFUND DURING COOLING-OFF PERIOD

BITC will provide the student with a cooling-off period of seven (7) working days after the date that the Contract has been signed by both parties.

The student will be refunded the highest percentage as stated in Refund Table as below (stated in “Schedule D” of Standard PEI – Student Contract) of the fees already paid if the student submits a written notice of withdrawal to BITC within the cooling-off period, regardless of whether the student has started the course or not.

The amount refunded will take account of any applicable bank administrative charges properly payable/paid under the BITC-Student Contract signed between BITC and the Student.

There will be NO refund of the course fees for students who have been Terminated / Expelled.

REFUND PROCEDURES

BITC shall have refund procedures which are aligned with the refund policy to execute any refund request. The following procedure applies when a student submits a request for refund.

  • Student who wishes to withdraw from a course shall complete the Course withdrawal (& refund) request form (FM-ADM-36) and submit to Student Support Service Department. For students below the age of 18, the students’ parents/guardians must approve and sign the course withdrawal (& refund) request form (FM-ADM-36).
  • Student Support Service Department shall determine if the student qualifies for any refund before computing the refund amount according to Baking Industry Training College refund policy.
  • Student Support Service Department shall obtain management approval for all refunds.
  • Student Support Service Department shall inform the student or notify the student via email on the refund amount and collection of refund amount.
  • BITC shall refund the approved amount within seven (7) working days from the date of receiving the written notice request from the student.
  • Student Support Service shall communicate how the refund amount is computed during collection. Student has to sign and date the payment voucher issued by Baking Industry Training College during collection.
  • Refund payment made to local students shall be via a local bank cheque. For international students, payment shall be made via telegraphic transfer and all bank charges incurred shall be borne by the student.

“Course Transfer” means a student changes the course of study or period of study (from full-time to part time or vice versa) but remains as a student of Baking Industry Training College.

Time frame for assessing and replying to any request for course transfer

BITC- Student Support Service Department shall complete the transfer process within 4 weeks from the date of the student’s transfer request to informing them of the outcome in writing. BITC shall issue a formal letter to the student to reject the course transfer request or to effect the change of course.

PROCEDURE
  • Students shall submit their course transfer request in writing by completing the Course Transfer Request form (FM-ADM-35).
  • For students below the age of 18, the students’ parents/guardians must also sign the Course Transfer Request form (FM-ADM-35).
  • All course transfer requests shall be accompanied with a valid reason and subject to approval by Academic Director / Principal.
  • For eligible students, BITC shall provide pre-course counselling for the intended course.
  • For international students Baking Industry Training College shall inform ICA of any change in students’ status that may affect the Student’s Pass issued and cancel the Student’s Pass. New student pass application shall be submitted to seek ICA’s approval for the transfer. Student shall pay an administrative fee for the processing of transfer requests, listed as Administrative Fee for Renewal of Student’s Pass.
  • For approved cases, student shall complete the Course withdrawal (& refund) request form (FM-ADM-36) and submit to Student Support Service. For students below the age of 18, the students’ parents/guardians must approve and sign the course withdrawal (& refund) request form (FM-ADM-36).
  • Due to differences in fees payable between courses, the transfer may result in an excess or a short-fall in fee payment. Any fees that qualifies for a refund based on the refund policy approved by management shall be refunded to the student within seven (7) working days.
  • BITC will proceed to inform the FPS provider of the changes to the student’s Fee Protection Status. For students below 18 years of age Parent or Guardian will also need to acknowledge.
  • BITC and student shall sign a new Standard BITC- Student Contract.

Withdrawal would mean that the student leaves Baking Industry Training College (BITC) and the Student Contract will be terminated. Refund policy may be applicable for withdrawal matters. BITC shall complete the withdrawal process within 4 weeks from the date of student’s withdrawal request to informing them of the outcome in writing.

PROCEDURE
  • Students shall submit their withdrawal request in writing by completing the course withdrawal (& refund) request form (FM-ADM-36). For students below the age of 18, the students’ parents/guardians must approve and sign the course withdrawal (& refund) request form (FM-ADM-36).
  • BITC shall arrange for an interview to verify if student requires aid in personal problems & shall seek to provide assistance like pastoral counselling where requested.
  • If approved, BITC will inform ICA of any change in students’ status that may affect the Student’s Pass issued and cancel the Student’s Pass.
  • BITC will coordinate with FPS providers for any fees refund.
  • BITC shall compute the refund amount, if applicable in accordance to BITC refund policy and the amount shall be refunded to the student within seven (7) working days.

Deferment would mean that the student will postpone the current course (or module) they are attending to a later date. There is a need to sign a new contract and/or an addendum to the existing contract. Students are allowed to defer only once up to a maximum of 6 months.

Approval for deferment is at the sole discretion of Baking Industry Training College (BITC). If the request is approved, BITC will issue the student a “Letter of Deferment” within (3) working days from the date of approval. Refund of course fee is not applicable for any deferment and outstanding amount, if any must be paid by students. BITC shall complete the deferment process within 4 weeks from the date of the student’s deferment request to informing them of the outcome in writing.

DEFERMENT PROCEDURES
  • Student shall submit their deferment request in writing to Student Support Service by completing the Course/Exam Deferment Request form (FM-ADM-11) with supporting documentation for the reason to defer. For student below the age of 18, the parent/legal guardian’s consent is obtained.
  • Academic department shall obtain approval from Academic Director/ Principal to effect the request and thereafter, inform the student accordingly.
  • Student Support Service shall provide the student a counselling to clearly explain the implication on the status of student pass and the need to sign a new student contract or an addendum to the existing student contact.
  • If approved BITC will prepare a new BITC-Student contract or an addendum to the existing contract to cover the entire period of study and proceed to inform the FPS provider of the changes to the student’s Fee Protection Status.
  • For international students, BITC will apply to ICA to renew or extend the duration of student pass at-least 1 month before its expiry date, if applicable.
